We recognise that HMOCS officers feel strongly on this issue. But it is a pity that Cartland has reacted like this.
As you know, the Treasury are still considering our proposals for a revised compensation scheme. They are not prepared to agree the statement in para 4 of TUR. If it would help, we would be content for you to amend the word 'hope' to 'intend'.
But we see no prospect of being able to go further in advance of the HMOCS elections.

We appreciate that the Association are frustrated that a further round of consultations have not yet taken place. hope that you will reassure them that HMG has not been deliberately prevaricating. Significant progress has been made since May in a very adverse public expenditure climate here. The reason that no further round of consultations has been held is because we are working on a package of proposals, as opposed to the one element we put forward last time. The announcement on extension to the deadline to transfer to the New Pension Scheme should also
take some heat out of the situation.
