I attach a revised statement which we hope to issue within the next week. It takes into account the comments in your letter of 5 November, and also further advice from our legal consultant. The main changes from the previous draft are the bringing forward of the final date for officers to commit to buying back service and to transfer to pensionable terms. We have made these changes so as to rationalise the various dates and because we did not know previously that officers do not have to buy back their service in one lump sum.
2. Please also note that a requirement has been included that officers must have bought back their service by the date on which any compensation scheme comes into operation. This is necessary to avoid a situation where an officer receives compensation from HKG and later defaults on buying back his pension.

If we are unable to issue this statement within the next week, I would be grateful for your advice on whether it would be advisable to put back any of the dates in the statement, say by one month.
