in, it seems likely that (all) other HK civil servants would also not be receiving their pensions. The pressure on HMG to take action on their behalf would be intense.
There must be a chance that the SARG would default on the payment of pensions in the knowledge that HMG would have to step in.
- The scheme could only cover those who were close to retirement and therefore puts our neck on the block for precious few people and thus little reason.

I also attach the latest version of the options paper. We still await some graphs and tables from GAD, but I think we are now in a position to finalise matters. I should like to arrange a meeting in the week beginning 19 October to do so and shall be contacting you, and Mr Fish and Mr Hughes, to fix a convenient date.
