next week to produce a paper agreed at their level? It may be a question of locking the experts in a room until they have produced a paper which we can then put to our Ministers. The
best day for us next week would in fact be Friday (1 November)
when our two main experts (Mr Fish of the ODA and Mr Stone)
will both be in the office. This would leave time to explore your new options. But it would by then be essential to emerge with an agreed paper.
