Hong Kong: Arrangements for HM Overseas Civil Service
1. We agreed at our meeting on 2 July that officials should set out a range of costed options for meeting the legitimate expectations of HMOCS officers, and that we
should meet again in the autumn.
2.
Officials have now reached agreement on the options, and a paper setting them/out will be finalised within the
next few days.
3. I copied to you the Governor's letter to me of
13 October on this and my reply. He is concerned that this issue should be resolved as soon as possible, and certainly before/the end of this year. I share his concern
and believe the time has come for us to settle this
difficult matter once and for all.
If we are to stick to this
4. I hope it will be possible for us to agree a revised
package of/benefits for Hong Kong HMOCS officers before the
Governor returns on 15 November. If necessary, we could
conclude any resolved points in OPD (K) on 18 November,
which the Governor will attend.
the timetable you and I will need to meet next week and Our
offices are in touch about timings. I plan to let you have
my views on the options, and on a package which we could
reasonably put to HMOCS members, as soon as the paper is finalised.
