I attach a commentary on the options paper and would be grateful for any comments. It would also be very helpful if you could provide one or two paragraphs on SPOS for inclusion in the commentary. Also attached is the latest version of the submission - again, any comments would be welcome.

Kevin Woodfield has come back to me on the options paper. He is generally content but will be writing today proposing a few minor changes. His only point of substance is that we do not need graphs. His preference is to include tables under each option and a sentence or two describing when the major portion of liability might be incurred. I think that presentationaly this would be much better than including
graphs.
3.
The meeting between the Secretary of State and the Chief Secretary cannot take place next Tuesday. There is still a chance that it might be held on Friday.
