STATEMENT ON BEHALF OF THE SECRETARY OF STATE ON MEMBERSHIP OF HMOCS
In trying to establish further details about the group of 57 serving expatriate officers who are on permanent and pensionable terms (P & P), but who are not members of HMOCS, I have re-read the statement on behalf of the Secretary of State which issued recently (FCO telno 1195). I am afraid that the last sentence of the first paragraph of the statement may lead officers who are on P & P to believe that they still have a right (unlimited in time) to apply for HMOCS membership. is no reference in this paragraph to a date by which applications for HMOCS membership must be received in HKD from officers who are not members of the Judiciary.

I should be grateful for your views on whether we might need to issue a second statement which clarifies once and for all the deadline for receipt of applications for HMOCS membership from officers who are not members of the Judiciary. Otherwise I fear that we may be obliged (for a while yet) to deal with applications for HMOCS membership, dated after our deadline of 30 June, from officers whose applications for transfer to pensionable service were received by the appropriate Hong Kong authority before 1 July 1992.
