10. The enclosed annex also describes the data on which our estimates are based, which we received via ODA in January 1992. I have received a copy of Christina Tsang's letter of 26 August 1992 to Emma Williams, which gives numbers of serving HMOCS as of (presumably) a current date, but not (yet) the numbers of pensioners or dependants. Table 1 (attached) compares these numbers with our data of 31 October 1991. It shows a small decline since then, mainly in the number of serving police officers. There may of course be
correspondingly more pensioners. I think that the information in the letter about the number of "potential" members who are expected to transfer to HMOCS is the same as you have already given us.
11. If, now or later, you would like us to update these calculations, the most useful data from Hong Kong would be updated versions of the computer files that Hong Kong were able to send to ODA, showing individual data for serving and potential HMOCS, and their pensioners and dependants. Alternatively, we could do approximate calculations based on membership totals and information about recent salary and pension awards.
12. Meanwhile, I hope that these results are suitable for your draft. I am copying this to Kevin Woodfield and Don Rayson at HMT, and to Richard Plumb at ODA.
Yours sincerely,
DJ Hughes
