Transfer to Permanent and Pensionable Terms and

Enrolment in HMOCS

As you are aware, overseas police officers first appointed on agreement terms of service before 28 March 1985 may apply to :

(a)

(b)

the Hong Kong Government for transfer to permanent and pensionable terms of service; and

the Secretary of State for enrolment in Her Majesty's Overseas Civil Service (HMOCS).

In accordance with Headquarter Order No. 67 of 1992 Part Five, the deadline for deciding on such transfer/enrolment has recently been extended to 30 June 1992. No further extensions can be expected.

In reaching your decision on whether or not to transfer to permanent and pensionable terms of service one of the factors you should bear in mind is the Hong Kong localisation policy as it may affect the Force.

For ease of reference, the overall objective is that the Force should be predominantly local when the SAR Government takes over in 1997, specifically :

(a) by 1995 there should be a local Commissioner of Police and

at least one local Deputy Commissioner; and

(b) by the year 2000 the proportion of local officers in the Gazetted ranks (i.e. SP to CP) should be higher than the proportion of overseas officers.
