I submit as requested some points to make for the Secretary of State's use at a dinner which the Prime
1.
Minister and Mrs Major are giving for the Secretary of State and Mr Patten and their wives.
2.
I imagine that this will not be an occasion for
detailed discussions of policy, but it would be very helpful if the Secretary of State and Mr Patten were able to explain the importance of early decisions on HMOCS, in case it is necessary to appeal on this to the Prime Minister.
Mr Patten may wish to discuss his evolving ideas on the handling of political issues: the checklist touches on these and on the timetable for consideration of electoral changes.

These papers need to be in the Secretary of State's
box closing at 1400.
