1. I broadly agree with Mr Hollands minute to you dated 1 July on this subject. I do not think however that we need to say that Hong Kong HMOCS members" cannot be given any special treatment.
2.
It is certainly legitimate for the FCO to tell Hong Kong that we have a policy of trying to build up a cadre of Officers in the DS with experience of DT work. But can we not atleast say that HK HMOCS will be considered alongside any such applicants, and before we contemplate going outside that circle?
