Projected Pensions Liabilities

Mike Waters' letter of 4 July 1991 to Michael Stone (reference (53) in AP 295/6-c(91) V) provided the projected pension liabilities of serving HMOCS officers, potential HMOCS officers and pensioners. I should be grateful if you could provide an updated version of these data, based on 1992 salaries and which takes account of the reduced number of serving HMOCS officers (698) and the reduced number of potential HMOCS members (67 police officers), as confirmed in Mike Waters' letter of 1 July to me ((67) and (68) in AP 293/61-c (92) III). Are you yet in a position to advise how many other contract officers (mainly Works Department officers) are likely to be accepted for P and P? As at 1 July Mike Waters said these Departments were still gathering the applications, which would need to be carefully examined.

2. In the July 1991 data, 18 within the potential HMOCS Members category were designated overseas eligible officers. Is there any duplication of these officers in the list of 57 overseas P and PE officers who are not HMOCS members, which Mike Waters faxed to Nigel Cox on 26 June 1992?

3. I should be grateful if you could produce 2 models of the projected pension liability:

(a) assuming that no/no officers take 50% commutation after 1997, as in the July 1991 data; and

(b) assuming that all officers take 50% commutation.

Many thanks for your letter of 16 July with the breakdown of the projected figure for the number of HMOCS officers in post on 30 June 1997 (just received). It would be helpful to know whether there is any overlap between the 180 or so officers you expect will come under the limited and Special Branch Schemes, and the 533 officers projected to be in post in 1997. For example, you appear to have taken the normal
