BILATERAL MEETING BETWEEN MR HURD AND MR LAMONT, TUESDAY 21 JULY--

1. Mr Evans in the Treasury phoned me this morning about the bilateral between the Secretary of State and the Chancellor on Tuesday 21 July. Stephen Smith tells me that you have been asked to coordinate the briefing so I pass on to you what Mr Evans said.

Mr Evans thought that the Chancellor would want to refer briefly to the Munich Summit follow-up, but doubted whether he would have much to say. The main substantive point would be on Russia. The Chancellor would want to inform the Secretary of State about the continuing difficulties in relations between Russia and the IMF and World Bank: we were doing our best to surmount them. He might also want to raise the Prime Minister's interest in debt for equity swaps. But there were no interdepartmental differences and officials were working closely on these issues, so there might not be a lot to say.
3. On EC affairs, the Chancellor would obviously wish to talk about future financing in the light of the FAC. He might also wish to talk about the prospects for the Uruguay Round.
4.
The Chancellor might wish to raise financial regulations in Gibraltar, on which there were differences of view between the two departments. might conceivably also want to raise Hong Kong
