I said that I would let you have a paper on the position following our presentation of our proposals on compensation and inducement to the HMOCS Association in Hong Kong. This I now enclose. There is little that will be entirely new to the Department, but it is
convenient, and probably necessary, to set out the overall position as a preliminary stage to the consideration
of options in the light of the Association's and individaul
members' reaction to the proposals.
The latter part of the paper is full of judgements. This is inescapable at this stage, but the object is
not so much to criticise as to direct consideration to the arguments which can be made against the position and proposals so far adopted by HMG.
