Problem
1. We need to respond quickly to Mr Portillo's unhelpful reply of 17 June to the Secretary of State's minutes of
1 May and of 12 June to the Chancellor.
Recommendation
2. That the Secretary of State write again to the
Chancellor proposing an early meeting. I submit a draft.
Background
3. The Treasury are evidently spinning this issue out. They seek to engage us in further timewasting discussions at official level. Mr Portillo's letter raises no new points
of substance. The draft reply responds to the three shortcomings Mr Portillo perceives in our latest position. We and the ODA have run many models through ODA's computer, and are confident that we can answer legitimate Treasury
