The Chinese indicated at earlier JLG meetings that
there would be advantages in setting up a $15
in their view
billion reserve
for the partial funding of Civil Service
pensions on a five-year roll-forward basis. We have told
them that we could not accept this for financial reasons and
because such a reserve would never be used anyway. However,
the Chinese may not agree with the Hong Kong Government's
do anything to address staff concerns about
decision not
to
the security of pension. They may take side with the staff
and press for a five year roll forward fund to be set up.
