As you may know from reports in the media, the Committee met the Minister of State, the Rt. Hon. A. Goodlad, M.F., on 26 May LO put forward

Mike Cartland and Chris Birch had discussions with a visiting team of officials from London. The British team amplified the proposals in HMG's Statement, circulated to Members by the Secretary for the Civil Service on 10 April 1992 and on
