This will be achieved in the following manner :
(a)
identification and development of suitable local officers for advancement (only those officers who would not normally have retired by the year 2000 are eligible);
(b) promotion on merit in accordance with existing procedures;
(c) creation of additional posts to provide an exceptional
channel of advancement for identified local officers;
(d)
creation of vacancies by non-renewal of agreements of overseas officers;
(e) creation of vacancies by compulsorily retiring overseas
officers with compensation; and
(f) finally, and as a last resort, the supersession of overseas
officers with compensation.
The identification and development of eligible local officers has continued since January 1986 and to date it has not been considered necessary to implement any of the other steps to achieve greater localisation in the Gazetted Officer cadre. However, circumstances in the future could dictate that additional steps be taken to secure the decided level of localisation.
Applications to transfer to the permanent and pensionable
establishment and/or application for enrolment in HMOCS should be forwarded to Police Headquarters not later than 30 June 1992. In reaching a decision on this officers on agreement terms should bear in mind that the situation which prevails at present cannot be guaranteed to remain unchanged indefinitely.
