Tear Me Cox,

Her Majesty's Overseas Civil Service (HMOCS)

At the conclusion of our

recent round of left that the

the

our

discussions in Hong Kong, it was Association's representatives would reflect on text Of your proposed scheme and let you have reactions in writing. We now convey our views

our views to you in the enclosed document. You will see that we have built on your proposal and converted

it from a penalty/incentive scheme into a compensation scheme that could serve as an equitable basis for taking forward the consultations.

I should add that we have prepared it somewhat hurriedly and it might not therefore be complete or precise in every detail. However, it is at least clearly indicative of the sort of proposal that would serve to address the compensation needs of HMOCS officers in the context of 1997. What is still missing is of course the mechanism for guaranteeing the sterling value of pensions which will constitute an essential

the package.

We await an early indication that you will proceed on that subject together with the related matter of SPOS.
