Many thanks for sending us the verbatim record of these consultations. I have not yet been able to go through it in full, but it looks an impressive piece of work.

One problem I have already spotted is that although we (deliberately) did not give Mr Cartland and Mr Birch a copy of my opening speaking notes, their contents should be included in the record. We have therefore prepared the attached pages, to substitute for the first page of the verbatim. Could you please give a copy to Cartland?
3.
I also enclose for your information a copy of Dave Fish's speaking note on the nature of our proposed scheme, which should be Annex A of the record; Cartland and Birch already have copies which we handed over at the time.
