The Secretary of State saw a copy of Peter Tibber's minute to you of 5 Júne. He also discussed this with Mr Goodlad this morning.

The Secretary of State thinks that the Prime Minister will be most reluctant to get involved in this problem, at least until the Foreign Secretary has been round the track with the Chancellor. Accordingly, he thinks that we should try to arrange a meeting between, on our side the Foreign Secretary, Mr Goodlad and Mr Patten, and the Chancellor and the Chief Secretary.

Could you kindly let me have a short letter to PS/Chancellor proposing this? (I am not certain exactly where the correspondence stands.) We should try to arrange the meeting so as to allow time to appeal to the Prime Minister before Mr Patten goes to Hong Kong, if that is possible.
