We envisage it would be very difficult to take discussions forward in any meaningful way unless full cognizance is taken of this point.

know that we have now formed a group to explore how best to prepare for the possible need to conduct a high profile political lobbying and publicity campaign in the UK. The group is putting together draft briefing material jor and the media. Clearly We hope these circumstances will not eventuate, but you will understand the level of disappointment and frustration with HMG's initial proposals which wholly overloo.c the Long tanding concerns of HMOCS Members here.
