A7 Do not accept that working for the SARG means working for a communist government. The JD and BL provide that they socialist system and policies shall not be practised in Hong Kong and that the previous capitalist system and way of life shall remain unchanged for fifty years. SAR to enjoy a.... high degree of autonomy: to be vested with executive, legislative and independent judicial power. (JD 7 about SAR being "directly under the authority of the CPG of the PRC" makes an administrative, not political points: it means that the SARG will deal directly with the CPG and not through any provincial government)
