Assurance that before HMG announces the scheme there
will be further consultations?

A. This must be for Ministers to decide. The Team will
report the many points made during these consultations, to Ministers. Ministers may then decide to pursue the proposals for a scheme which we have put before you, to modify it, or to consider further alternatives. The fact
that the Team will be able to say little on the Associations views of the proposals is as a result of your decision not
to discuss them in detail. It will be for Ministers to
decide, on considering our full report, whether it would be
useful to have further consultations.
