In some previous territories (Brunei) officers had the
right to full compensation (not half (or less) as you are
proposing) and yet had good guarantees of future employment.
Why are HMG not offering this?
A5 Not looking at other schemes see speaking note. But
relevant that many other territories had localisation policies, particularly affecting police and administrative
grade.
Q6 Position on improvements to SPOS?
A6 We have received a number of representations from
retired HMOCS officers and the Overseas Service Pensioners
Association about the operation of SPOS. We are considering
whether any amendment to the operation of the rules for
calculating it would be appropriate.
Q7 If an officer has fundamental objection to working for a
communist government why should he not be allowed to retire with immediate payment of pension?
A7 Do not accept that working for the SARG means working for a communist government. The JD and BL provide that the socialist system and policies shall not be practised in Hong Kong and that the previous capitalist system and way of life shall remain unchanged for fifty years. SAR to enjoy a high degree of autonomy: to be vested with executive,
legislative and independent judicial power. (JD 7 about SAR being "directly under the authority of the CPG of the
PRC" makes an administrative, not political points: it means
that the SARG will deal directly with the CPG and not
through any provincial government). If these provisions do
