Arguments against
It would still be a significant departure from practice elsewhere, and would offer little to those who felt the need to leave at the transfer of sovereignty.
HMOCS officers would continue to campaign against it.

Arguments in favour
HMOCS officers would be less well placed to say that we are forcing them to stay or penalising those who leave.
The cost would probably still come within the parameters 'agreed' with the Treasury.
It would be more defensible in Parliament.
Arguments against
It would still fail to meet HMOCS officers' basic objective of early retirement with pension, and they would campaign against it.

It would probably be acceptable to HMOCS officers (despite the factors used).
It would almost certainly prevent significant adverse reaction in Parliament.
Arguments against
The Hong Kong Government is not at present disposed to offer early retirement with pension to HMOCS officers because it would cause problems with local officers.
It is not clear that HMG could deliver early retirement against the wishes of the HK Government.
