Meanwhile our Ministers look forward to an early reply to the Foreign Secretary's minute of 1 May to Mr Portillo. If Mr Portillo can now agree the principle of HMG's accepting the sterling safeguard contingent liability, the Minister of State, Mr Goodlad, could announce early consultations on this when he sees the HMOCS Association representatives during his visit to Hong Kong from 24-28 May.
