Your letter of 28 april 1992 does not help advance the process. At the very least it puts

the onus on you to demonstrate that the FCO is entering these consultations in good faith.

For the FCO to say now, with less than two months to run to the option deadline for the new pension scheme, that of the two key elements of a termination package, one is not up for discussion and the other is only to be discussed under the most disadvantageous terms, is neither reasonable nor in keeping with the undertaking that there should be full consultation and discussion of all the issues. Why should Ministers have been persuaded to a negative view before the consultations had even taken place? Why set a date for consultations before having had the time to take full account of the views
