4. Mr Fifoot (our legal consultant) is preparing a detailed critique of our present proposals, with particular reference
to the possibility of judicial review. On the political
side I suppose the argument could be that HMOCS officers in
Hong Kong are being left uniquely in the lurch because of
the wishful thinking (or worse) about the Joint Declaration
of Foreign Office Sinologists whose own jobs and pensions
are not at risk and that this is a shabby way of
disengaging from our last major colony and of closing the
book on the Colonial Service.
