Problem
1. How to handle the consultations in Hong Kong next week on the HMOCs compensation/incentive proposal.
Recommendations
2. I recommend that:
(a) I should write to the Chairman of the HMOCS Association on 30 April on the lines of the attached draft, to make clear that we shall not be bringing any proposal to allow early retirement of HMOCS officers with immediate payment of pension and that the question of sterling safeguard for pensions remains under consideration;
