Further to your minute below, I submit a revised draft
letter to the Chief Secretary, including a reference to
judicial review in connection with our compensation proposals (paragraph 3) and underlining the reference to this in connection with sterling safeguards (now
paragraph 4).
I have added to paragraph 1 the point that the Secretary of State and Mr Patten believe that this sterling safeguard
is essential (para 3 of your minute).
