When Ministers have considered the results of our discussions and reached conclusions on the proposed Scheme, we will be consulting the Chinese authorities about any matters affecting service with the SAR after 1997.

10. The Joint Liaison Group could be one channel for taking up any matters of concern to HMG about the implementation of the Joint Declaration after 1997, including those provisions which affect civil servants. We will need to take account of the fact that the JLG will cease to operate at the end of 1999 and to consider with the Chinese authorities the needs and possibilities of establishing some sucessor channel.

MEANS OF GIVING EFFECT TO A SCHEME

11. The Association may be informed that our present thinking is that a Scheme should be set out in an Order in Council which will continue to have effect as part of the law of the United Kingdom after 1997, even though it is not preserved as part of the law of the SAR.
