(b) multiply the notional 1992 salary by the appropriate increase factor under the United Kingdom Pensions Increase (Review) Order for 1997 (which will have effect from 1st April 1997) as though the notional 1992 salary were a pension begining in April 1992; this would produce a "notional 1997 salary", based on the movement of the United Kingdom Retail Price Index from 1992 to 1997;

(c) multiply the notional 1997 salary by the appropriate factor taken from the relevant Table, which will produce a sum in HK dollars; (d) convert the sum arrived at from sub- paragraph (c) into sterling using the average rate of exchange between the HK dollar and the £ sterling during 1991, i.e. £1 = HK $ 13.7609; the resulting sum in sterling is the notional maximum sum.

PAYMENTS OF BENEFITS

8. (1) A payment of [one fifth of the notional maximum sum will be paid to every entitled officer as soon as possible after the 30th June 1997.

(2) A provisional payment schedule for equal annual instalments of the balance of the notional maximum sum will be prepared for each entitled officer which will set out the number of instalments applicable to that officer, the dates on which they are due and the amount of each instalment. The number of such annual instalments applicable to an entitled officer will be eight or the difference between the age of the officer on 30th June 1997 and his normal retiring age, whichever is the lesser figure, and each instalment will be due on 30th June of the year to which it relates.

(3) Such instalments will be paid to an entitled officer who is in the service of the Government of the Hong Kong Special Administrative Region on the date on which the instalment is duc. Except as provided in paragraph 9 below, an entitled officer will not be eligible for any instalment falling due after he ceases to be in the service of the Government of the Special Administrative Region.

(4) The amount of each instalment will be increased to take account of any movement in the United Kingdom Retail Price Index as determined by the United Kingdom Pensions Increase (Review) Order which comes into force in the April of the year in which the instalment is due.

9. An entitled officer who satisfies the Secretary of State that he has been required to retire from the service of the Government of the Special Administrative Region on the abolition of his office, for the purpose of facilitating improvements in the organisation of the department in which he was serving by which greater efficiency or economy
