In conclusion the Committee of the HMOCS Association in Hong Kong would urge HMG to reformulate its

proposals

urgently in તુ manner consistent with the historical obligations clearly established in its policy documents Colonial No 306 and Cmnd 1193 and the terms of compensation schemes formulated in pursuance of those policies in respect of other territories, having due regard also to comparability with the existing limited compensation scheme currently applied in Hong Kong.

The Committee looks forward to entering discussions with officials of HMG in Hong Kong in May, but is firmly of the view that discussions aimed at elaborating details would be much more productive if issues affecting the fundamental elements of the scheme had first been addressed.
