HMOCS: CAP 89: CONTRACT OFFICERS

I should be grateful if you could fax me an extract of cap 89 of the Pensions Ordinance/Regulations which promulgate the new pension scheme. Our edition of the laws of Hong Kong seems to be out of date.
On contract officers who may join HMOCS, I have the following questions:

(a) Do all the contract officers who have joined/are eligible to join HMOCS serve in "established offices"?
(b) Is the reason that such officers were or are not "pensionable" the fact that they fall within regulation
of Ccp89) 21(b)? Are there any other reasons why they are not
pensionable?
(c) When such officers opt to join the pensionable establishment, do they have to repay their past gratuities and, on doing so, does the whole of their past uninterrupted service count as pensionable service? Is there an establishment circular spelling this out, and, if so could we have a copy?
