Working for the SARG will not be the same as working for a communist government. The JD and BL guarantee that the socialist system and policies shall not be practised in Hong Kong and that the previous capitalist system and way of life shall remain unchanged for fifty years. Compensation
schemes have never been tailored to take account of
conscience.

Q19 What steps will HMG take to ensure that the Chinese will not see this scheme as giving them an excuse to treat HMOCS officers differently from other officers? We consider
that HMG and China, on behalf of the future SARG, should
jointly sign a document which gives specific reassurance to HMOCS members on this point. Ideally this document should be a public officer's agreement.
