Terms of Employment of Overseas Officers
Please refer to Civil Service Branch Circular No. 6/85 and my memorandum (78) in AP 241/44-C of 3 February 1987 which announced the extension of the deadline for applications for transfer to the permanent establishment until 30 September 1987 to allow time for officers to study the new pension and compensation schemes.
2.
As details of the new pension scheme have just been promulgated (Civil Service Branch Circular No. 12/87) on 1 July 1987, it has been decided that the deadline for applications should be further extended to 31 March 1988 or the end of the agreement on which the officer was serving on 28 March 1985, whichever is the later. This is the final extension and overseas agreement officers will be expected to make their decision on whether or not to apply to transfer to pensionable terms on the basis of the information now available.
3.
In the light of the extended period for applications, Civil Service Branch will again review any applications already made and rejected where it is considered that circumstances may have changed since the application was originally examined.
4.
I should be grateful if you would bring this decision to the attention of all overseas agreement officers in your department.
