REFERENCE TO CATEGORY A AND CATEGORY B OFFICERS

Officers whose terms of service attract retirement benefits have been referred to as "pensionable officers" or "non-pensionable officers" depending on the offices to which they are appointed and their terms of appointment. These terms are unsatisfactory and misleading. The opportunity is taken to rename "pensionable offices" as "established offices" in the pension legislation, and the terms "pensionable officers" and "non-pensionable officers" are replaced with "Category A officers" and "Category B officers" respectively as follows :-

(a) Category A officers (hitherto known as pensionable officers) are officers holding established offices and who have been confirmed to the permanent establishment;

(b) Category B officers (hitherto known as non-pensionable officers) are officers

(i)

(ii)

holding non-established offices;

or

holding established offices on month-to-month terms; or

(iii) holding established offices on

probationary terms if they leave the service before they are confirmed to the permanent establishment.

CHANGES MADE TO THE OLD PENSION SCHEME

CONSEQUENTIAL TO THE INTRODUCTION OF THE NPS

With the implementation of the New Pension Scheme,

a number of changes are introduced to the old pension scheme so that its arrangements are brought into line with those under the new scheme. These are

(a)

the rate of short service gratuity, payable on retirement with service less than the specified qualifying service, is increased from 5 to 7 times the annual pension or annual allowance which would have been payable had there been no requirement for qualifying service;
