(c) in respect of service in a

non-established office (hitherto known as non-pensionable office) and service in an established office of an officer not confirmed to the permanent

establishment, the pension factor is 1/800 for service prior to 1 April 1987 and 1/675 for service as from 1 April 1987 (1/800 for the first 25 years of service and 1/600 for service in excess of 25 years under the old pension scheme);

(d) officers may opt to commute up to 50%

of pension as a commuted pension gratuity at a commutation factor of 14 (25% under the old pension scheme);

(e) officers resigning from service with

not less than 10 years continuous qualifying service, with the approval of the Secretary for the Civil Service, will be eligible for a deferred pension (a provision not available under the old scheme);

(f) Heads of Disciplined Services are

empowered to prescribe under the NPS that any grade, rank or category of officer in the Disciplined Services ranks must retire on or after reaching the age of 55 on operational grounds, and officers so retired will receive an enhanced pension (a provision which does not exist under the old scheme);

(g) Rank and File of the Disciplined

Services may retire voluntarily at the age of 50, and Officer grades staff at the age of 55, with immediate payment of pension benefits (45 and 50 respectively under the old scheme);

(h) officers on 90% pensionability may,

upon joining the NPS, apply to transfer to 100% pensionability with effect from a material date (see Annex D) with a reduction of vacation leave earning rate; and

(i) for officers other than those confirmed to the permanent establishment, the minimum death gratuity payable is 12 months salary (9 months' salary under the old scheme).
