As to the absence of "capping" (point 7 of the "Bull points"), on the assumption that the cap would be comparable in 1992 figures to the £12,000 of the Sixties, that comes to something more than £120,000 and is of no significance to the first payment for any HK officer in the tables and even of limited significance if the full notional sum is taken.

Nevertheless, I still think it is worth while trying to build up the proposition which I suggested in para 1 iv) of the Points for a Negotiating Brief, as amended at our meeting last Tuesday, namely "Since the scheme is funded by HMG, not the KG, despite the latter's financial ability to do so, IIMG must, in determining the sums payable, take into account their comparability with [relationship they bear tol the salaries and other benefits for which UK civil servants are eligible". Is there not provision in the UK PCSPS for retirement on abolition of office or for reorganisation? What are the immediate payments made in those circumstances? Do they provide for an immediate pension or a deferred pension? Can we provide a table equating HK grades with UK. grades and the equivalent benefits of retiring a UK civil servant (or possibly an employee of a pre-privatised nationalised industry or Quango) prematurely on abolition of office terms with the figures for the initial payment and deferred pension henefits for a HK civil gervent?

C LOCALISATION

We need to be sure about localisation. It has been said there is no localisation programma. But is there no preference given to HK Chinese officers in any respects? One of the letters from a policeman which you showed me yesterday said something about localisation. We should make an enquiry of HK as to the existence of any training or other scheme which leads to promotion or profering of local officers over expatriates.
