COMPARABILITY

In his list of "Bull Points" (your minute to me of 7th April), Mr Fish includes:

"A. The sums of money on offer are very substantial particularly when compared with benefits which may be earned by UK public servants.

5. The benefits also compare very favourably with those offered in other territories - the factors are smaller but the end product is not.

In support of these propositions there is a manuscript note comparing three cases under the PCSPS and the HK pensions law and four tables of compensation figures, two for HK and two for Kenya.

As regards Mr Fish's para 4, this, as I understand it, only goes to pension (i.e not to compensation), and is postulated on HR officers continuing to serve until retiring age. But how relevant is that as an argument in respect of the HMC scheme ? It is inseparable from the proposition that the JD and the BL provide for further service with the

And it is for "on offer" in the scheme about pension. consideration that, so far as HMOCS officers in HK are concerned, such comparison as may be made would be with a deferred pension for officers who retire about 1997, rather than a full pension.

As regards Mr Fish's para 5, I have tried to compare the position of Kenya officers (at 1992 values) with AK officers. It is not easy to do so since the various ages

HK figures set out the total notional sun, whereas the only sum certain as unconditional compensation for HK officers 1s one [fifth) of that amount. But subject to every sort of caveat as to the comparability of the examples taken, the following do not bear out "very favourably":
