HONG KONG: HMOCS
A 1. We need to follow-up Lord Caithness' letter to
Sir David Ford of 10 March with a letter to the Chairman of
the Hong Kong HMOCS Association. I submit a draft, cleared with a Departmental Legal Adviser.

The Minister will recall that he agreed to write a
confidential letter to Sir David to inform him in confidence
that HMG were now in a position to open discussions with the HMOCS Association. But we decided to hold off writing to
the Association itself until after we had briefed the
Chinese which Mr Galsworthy did on 13 March and until
after JLG XXII, in order to ensure that we did not
precipitate any controversy there. We need to inform the Association by 26 March, when they are due to elect
