2. Lord Caithness has a number of comments on the proposed way forward. On the points for discussion in FCO telno 543:

Lord Caithness does not like the title
He considers that the incentives are already contained in the Joint Declaration and Basic Law. Our package should be known simply as a "Compensation Scheme".
The Minister thinks that it would be preferable to write to every HMOCS and contract officer with the right to apply for HMOCS membership rather than only to Mr Clarkland (paragraph 3).

He agrees that it is not sensible to allow three or four weeks to elapse between initial presentation of our proposals and follow-up discussions (paragraph 4).
He agrees that it would be better to keep vague what exactly the compensation covers (paragraph 6).
Lord Caithness would prefer the reference to minimising the cost to the UK taxpayer to be deleted (paragraph 7).
Lord Caithness prefers the shorter formulation in paragraph 8.
Lord Caithness agrees with the phasing arrangements set out in paragraph 9.
