Mr Cartland,
When I met three officers of the interim Committee of the Hong Kong HMOCS Association on 5 March, I was not in a position to tell them very much. I am grateful for the understanding of your members that these difficult questions take time to resolve and for their forebearance. In the light of further Ministerial exchanges I can now be a little more forthcoming.
I am pleased to tell you that Her Majesty's Government have now formulated a proposal for a scheme providing elements of incentive and compensation. We look forward to opening consultations about this before Easter.
It is helpful that a formally elected Committee is now being establised. We shall be in touch with the Committee, as the partner for consultations. I therefore hope that as many HMOCS members as possible will join the Association.
