(d) The bonuses would be payable to all the eligible contract officers: compensation would be payable only to those who had become HMOCS officers.
(e) HKG advise us that very many of the contract officers are likely to wish to stay on contract terms anyway. We might therefore be spending money for no reason. These officers are generally younger than other HMOCS officers and may well not have decided to make their career in Hong Kong. This thinking is borne out by the fact that in March 1985, when such officers stopped having the option to become pensionable, there were some 700 who had the right to apply for HMOCs. There are now approximately 240.
12. We have therefore concluded that the balance of advantage lies in not trying to prevent or discourage the contract officers from joining HMOCS.
