9. If the Minister is content with the revised draft
statement, and the Treasury do not object, we propose to
issue a trigger telegram on Monday 6 April to Hong Kong so that Mr Cox can present the statement to representatives of
the HMOCS Association. That will of course be the beginning, rather than the end, of the matter.
