IT WOULD BE POSSIBLE FOR HMG TO INTRODUCE SPECIAL ARRANGEMENTS FOR THIS GROUP. BUT YOU WOULD COME UNDER PRESSURE FROM OTHER EXPATRIATE CONTRACT CIVIL SERVANTS AND POLICE OFFICERS, WHO WOULD FEEL STRONGLY THAT SUCH AN ARRANGEMENT WOULD BE DIVISIVE. WHILE THEY MIGHT ACCEPT THE INTRODUCTION OF COMPENSATION AND STERLING PENSION SAFEGUARDS FOR MEMBERS OF HMOCS, THEY WOULD, NOT UNREASONABLY, REGARD ANY IMPROVEMENTS TO CONTRACT TERMS AS SOMETHING DIFFERENT WHICH WOULD BE EQUALLY APPLICABLE TO ALL. THEY WOULD ARGUE THAT THESE OFFICERS HAVE HAD THE OPPORTUNITY TO JOIN HMOCS AND ENJOY WHATEVER PROTECTION IS
ACCORDED TO MEMBERS OF HMOCS.
5. IN OUR VIEW, UNDUE EMPHASIS HAS BEEN PLACED ON THIS GROUP OF POTENTIAL HMOCS OFFICERS. PROVIDED THAT AN OUTLINE OF THE COMPENSATION SCHEME IS AVAILABLE, WE BELIEVE THAT WE CAN HOLD THE DEADLINE OF 30 JUNE 1992 FOR TRANSFER TO PENSIONABLE TERMS. (THE NEW PENSION SCHEME OPTION DEADLINE IS SOMEWHAT DIFFERENT INSOFAR AS APART FROM THE HMOCS COMPENSATION SCHEME ISSUE, WE ARE UNDER PRESSURE FROM LOCAL OFFICERS TO EXTEND THE DEADLINE BECAUSE OF
THEIR WISH TO KNOW THEIR POSITION UNDER THE BRITISH NATIONALITY SCHEME.)

A LARGE NUMBER OF THESE POTENTIAL HMOCS OFFICERS ARE YOUNGER, MORE JUNIOR AND HAVE SHORTER SERVICE THAN THE MAJORITY OF HMOCS MEMBERS. THEIR COMPENSATION FACTORS WOULD BE LOWER
UNLESS THEY BUY BACK PAST SERVICE FOR PENSION PURPOSES AND HAVE AT LEAST TEN YEARS SERVICE. BUT MANY WILL NOT BE ABLE TO AFFORD TO DO THIS. IF THEY CANNOT AFFORD TO BUY BACK PAST SERVICE, AND PERCEIVE THE COMPENSATION/INCENTIVE SCHEME AS LESS GENEROUS THAN A TRADITIONAL GCS, WE BELIEVE THAT A FAIR NUMBER WILL CHOOSE TO REMAIN ON CONTRACT.
