I spoke this morning to Mr Fish (ODA), who was away yesterday. He was quite content with our exchanges of telegrams over recent days.

We agreed that he would call on 23 March at 11.30 for a full discussion of how we should approach the consultations with HMOCS officers in Hong Kong. Could you please send him next week the statement which Miss Williams has been drafting, as a basis for discussion?

His view is that we do not need a Treasury green light to the proposals we put to HMOCS officers: The broad parameters of the scheme are accepted, ie the maximum financial envelope. The Treasury will not commit themselves until we have had our consultations and made final proposals in Whitehall. I think this is right we need to keep the Treasury informed, but not in a way which seems to ask for their approval. I doubt that we need say any more to them on the details of our compensation/incentive scheme until after our meeting with Mr Fish on 23 March.

4. Mr Fish thought we could get away with fixing the date of HMOCS enrolment as the date from which HMOCS arrangements would be calculated (our telegram to Hong Kong yesterday),

It would but he thought there was no real need to do so. cause ill feeling among HMOCS officers. We can reflect further on this when we have Hong Kong's comments.

5. He agreed that the best way of opening consultations might be to prepare a statement of our position and ask HKG to send a copy to each HMOCS officer or eligible contract officer. Our consultations should be with the HMOCS Association rather than individual members. We should therefore encourage as many HMOCS officers to join the Association as possible. The letter which, all being well, Lord Caithness sends to Mr Cartland before the HMOCS Association meeting on 26 March, could make it clear that we regarded the HMOCS Association as the partner for consultations.
