of fee (if any) and pass the form to PSD for financial authority for fees, any entertainment allowance and any other expenditure likely to be incurred, excluding the travel and subsistence element authorised by the AUS.
5.
When financial authority has been given, PSD will return the form to Recruitment Section, PPD, who will issue the letter of appointment, provided any security clearance necessary has been obtained. The letter will include, as appropriate, information about acommodation abroad and subsistence; travel arrangements; fee and other authorised payments; and the applicability or otherwise of the Principal Civil Service Pension Scheme and the Diplomatic Service Medical Scheme. The letter will also explain the method of payment; information on tax deduction and National Insurance contributions and, in the case of a former public servant, a warning about the possibility of pension abatement.
6.
The sponsoring department will be responsible for arranging accommodation and travel as required. Travel bookings can be made through the Thomas Cook implant. Each duty journey must be separately authorised in the usual way.
7. The very nature of ad hoc appointments means that it will usually be difficult to forecast expenditure. However on those occasions when details of a future appointment are known in advance or it is probable that existing appointments will need to be extended, sponsoring
departments are requested to provide advance information to PSD for use in PES forecasts.
8. To reduce minuting, the XP61 form should be used for all short-term appointments. Stocks are held by Recruitment Section, PPD.
9.
Heads of Department are requested to bring this circular to the attention of their staff and re-circulate.it every . six months.
