You already know, I think, that the idea some in he ODA and Treasury seem to have, that the Secretary of State could simply direct the Govenor to capitalize HMOCS pensions and transfer the fundo to HMG in the UK, is not legally possible. from on discussion with Legal Advisers it emerges that we would probably need an Order in Council or Act of Parliament on the lives of the attached.
